I'm not sure whether I have understood your question correctly. The goal is to track which content blocks are being used by which emails in order to update accordingly, correct?
I was confused with the use of the word "segment" in your question - as in D365 Marketing "segment" means a group of people we target our marketing communication at. And this is not related to what content blocks are included in the email. From the segment perspective we can only track such events as "email opened", "email clicked" etc. The focus and the goal are different.
Or do you have a different view on the topic?

You can use msdyncrm_EntityDependenciesRetrieve action to query which customer journeys the current marketing email is used for(1), similarly, the action can be also used to query which customer journeys have used a specific segment(2).

However, I am afraid that we were not able to query which segments are used by an email, because they are all associated with customer journey, but there is no direct relationship between marketing email and segment.
The content block will be saved in HTML format in msdyncrm_designerhtml field of marketing email entity, you could run query based on it.
