I need to make changes to closed as won and closed as lot forms, but I can't seem where to make those changes.

You can modify close opportunity dialog, please refer this docs.microsoft.com/.../enable-opportunity-close-customization
First, you need to enable the Customize close opportunity form button as Mahender said.
Then you can follow this doc(Customize the Opportunity Close form (Dynamics 365 Sales) | Microsoft Docs) step by step to customize the close opportunity form.
