How can I create a template for creating new vendors ?

Open Accounts payable > Common > Vendors > All vendors.
Create a new vendor if needed.
Double-click a vendor (that will get you to Vendors form).
Right-click any field and choose Record info.
Press System template or User template to create a template based on the selected vendor.

Is this feature only for those in the System Administrator role, or is there any related security dutys/privileges available?

Yes, setting up template is done by System Administrator role
once setup it will be available for on user
Steps to create a template is same as what Martin specified.

It is possible to grant access to normal users. You can read about it in my blog: How to enable record templates for non system administrators in AX 2012.
As it is also possible to create User templates it would be crazy if you have to grant access the System administrator role temporary to let users create their templates. So I took a dive into this topic and documented it in my blog.
