We are currently having problems with the environment planning for D365 Finance. We don't want to deploy Development environments into the client tenant.
Is it possible to deploy a Tier-1 Cloud hosted environment (DEV and BUILD) into a different tenant than the one containing D365 Finance licences (i.e. the one with the LCS Implementation project)?. If it's not possible, what should be the correct approach to address this? Important to note that the Implementator will sign an ESA with Microsoft for the licenses.

Can you explain what exactly you want to achieve? Do you mean to ask to have machines outside of the LCS implementation project or really a fully different tenant? Does this different tenant have access to LCS projects with Dynamics 365 FinOps deployment rights?

We have the tenant where we have the licences and the LCS project (Tenant1), and we have the implementator tenant (Tenant2). We need to deploy Dev and Build environments in Tenant2 linked to the LCS implementation project. I think this can be done adding an Azure subscription connector in the LCS project, but I'm not sure If this will give us problems in the future.
Also, I don't know if it's possible to configure an Azure DevOps project from Tenant2 into the LCS implementation project if you can advise.

what's the objective of maintaining two different tenant ? May be you can provide more insights into what is implementer tenant (Tenant2).

Is tenant1 a customer domain and tenant2 one from a partner? If so, you can create customizations in tenant2; create a deployable package and implement this on tenant1 using their own DevOps and build.
The Implementer doesn't want to use a customer tenant to host Development environments. Since the implementer didn't sign yet the ESA, I don't know if they will be able to create an LCS project for D365 Finance in Tenant2. Currently, I can only create Presales LCS projects; is this going to change after the ESA?

I think when customizations will be created for a customer, they own the customizations; not a partner. Of course, a partner can first create customizations in another tenant.
A partner can apply for other project types on LCS via Sign up for preview subscriptions - Finance & Operations | Dynamics 365 | Microsoft Docs. Signing an ESA is not directly giving access to Dynamics 365 F&O trial projects on LCS.
