SSL Certificate Rotation Failure in dev Environment – Error 95016 (Access Denied)

Hello Community,

We are experiencing an issue with SSL certificate rotation in our Dynamics 365 Finance & Operations development environment.

Issue Details

Environment: Development
Operation: SSL Certificate Rotation
Error Code: 95016
Error Message: Access Denied

When the certificate rotation is initiated, the operation fails and the environment transitions to an Incomplete state.

Troubleshooting Performed

Worked with Microsoft Support during a Teams troubleshooting session.
Shared screenshots demonstrating the SSL certificate rotation failure.
Reproduced the issue during the live session.
Identified a potential credential mismatch between the LCS VM account password and the actual VM administrator password.

Despite these investigations, the issue remains unresolved and certificate rotation continues to fail.

Questions

Has anyone encountered Error 95016 (Access Denied) during SSL certificate rotation?
Can a mismatch between the LCS VM account credentials and the VM administrator credentials cause this failure?
Are there any additional logs, checks, or troubleshooting steps that should be reviewed?
Has anyone successfully resolved a similar issue, and if so, what was the root cause?

Any guidance or suggestions would be greatly appreciated.

Hi,

As mentioned by Scott, this is a public forum, not Microsoft Support. However, we might be able to support you.
In case there is a mismatch between credentials stored in LCS and on the VM, then indeed a task like rotating the secrets can be impacted. Are you able to get the old password back on the VM?

If not, you can create a backup of the database, deploy a new cloud hosted environment, restore the database, via Visual Studio connect your repository and get latest. Creating a new VM might be the most easy solution.

In future, don't change passwords of the VM that are also stored in LCS. You can't edit the environment details on LCS.
