I am trying to create a smart list that would include the amount of local tax taken out of each employee.  I cannot figure out where or how to find this table in the payroll smartlist area.

Use the Payroll Historical Trx Smartlist, make sure the Payroll Record Type field is in your Smartlist.  Restrict the Payroll Record Type, by selecting the Search button, to be equal to Local Taxes.  The UPR TRX Amount field will display the amount paid in local taxes for that individual.  If you add the Payroll Code field it will display the name of the specific local tax.
