Hello,
I am trying to create new billing rule but giving me below error:
There is no funding limits nor funding rules is set in the project contract:
There is one more billing rule in this contract though. Error is from the second billing rule that's why it is 0 value.
Which setup do you think I am missing?

Just wanted to follow up to see if you need any further assistance.
Do you have project budget setup after creating the first Billing rule. In your case looks like there are no funding limits at all so I assume that there are project budgets which might be causing this scenario where in theory we should not have Project budgets impact the billing rules. Please confirm and based on that we can conclude if this is a bug to be addressed.

In your project contract in the lower section of the screen, one can define funding limits and funding rule and it looks as if you new billing rule is not in line with the limits setup there.
Can you check and confirm that?
