Does the Global Admin need a license to administer email mailboxes?

Previous to upgrading to 9.0 I was able to approve mailboxes as a global admin. After the upgrade I am now being required to be licensed. Can someone please help figure out if this is a bug and if other customers are experience this?

    I actually experienced the same issue today inside of our production environment (v9 spring release). When I logged in as a global admin, without a D365 license, I was unable to see mailboxes. Only after applying a license to that global admin account was I then an able to see the mailboxes.

    Thanks for confirming it is not just me. I have a ticket open with Microsoft. They say it should not be doing this.
