Can't Save or Activate a Business process flow after I add a Global Workflow

Good morning,

We are using Dynamics 365 V9.1 on Premise.

I have a Business Process Flow with a few stages.  I save it and validate the form successfully until I try to add a Global Workflow to it.

At which time I just get this generic error message.   If I remove the workflow it saves fine..


I have tried a few different workflows and they all have the same result.

I know this is not much to go on, but its all the system is giving me.

Any suggestions would be greatly appreciated.
