In GP 2013 there is tool called PDK for time entries. There is also a portal on Sharepoint for users to enter their time. Do we have something similar in GP 2018 for employees to enter time?

There are also other PTE/time card/clock add-ons out there from companies like Journyx.
I would also think this wouldn't be that bad to create (if you have the resources) a Power Apps app for the users and then just integrate that data into GP. Just me thinking out loud.

Yes and no. If you go into GP and click on Help > About Microsoft Dynamics GP..., then click on the Users link, to go to the User Summary window, you'll see a break down of how many full, limited and self service user licenses you're allowed via the registration keys and how many currently logged into GP.
Self Service users are allowed to do certain processes within GP while Limited users are inquiry only.

Just to clarify, users would need to have a GP license to enter transactions in Project Time & Expense. Is that correct?

After GP 2013 and Business Portal, PDK went to Project Time & Expense within Dynamics GP, that way the self service users can enter and submit data in GP application, just like with Requisition Management and HRM timecards.
