Entity incidentresolution: Quick create is not supported for non-refreshed Entity - ErrorCode : -2147220989

having issue upgrading 8.2 to 9.1.4.31 - error receiving is Entity incidentresolution: Quick create is not supported for non-refreshed Entity

ErrorCode  : -2147220989

We have checked and removed all addon and plugin still having the same issue. 

Unable to fine incidentresolution entity.

we have not managed to detect what is causing this issue. we will be grateful for assistants.

    when running the web api query below: on 8.2 database get  following message,  not sure what it mean.  please advise.
