GP Screen comes to the foreground

We have cloud customers that use RDWEB Access to log into GP, (published) if GP is open in the background and I have outlook or something open in front of it then the GP screen will come to the foreground. I do not even have to be doing anything for it to happen - my thoughts are that maybe the server GP is loaded on is briefly losing it's connection to the SQL Server then reconnecting so the GP Screen comes to the foreground. Has anyone else seen this or have ant thoughts on it.
