I've created a Power Apps environment and installed Microsoft Dynamics 365 Project Operations, and everything seems fine.
I'm following along with the training, but when it comes to creating a Project within the Quote Line, the New Project Screen does not have the Project Template.
I repeated this process, after disabling the Try the new look, but still don't see the option to select the Project Template.
D365 Project Operations does not have the project template functionality referenced in your linked documentation. That documentation is for Project Service Automation (3.X). You should reference the documentation under the heading above it - "Lite Deployment - deal to proforma invoicing". There are a lot of similarities between the 2 products, but also, as you have uncovered, some differences too.
In Project Operations, there is functionality that allows you to copy other Projects. Therefore, you could create a Project that acts as a template and copy it for future Projects. With that functionality, you would need to create the Project first by navigating to the template and clicking Copy Project and then navigate to Quote Line to associate your new Project.
