Stopping an item to have movement

Hi everyone,
 
How to actually stop an item being received ? I put the Stopped check box in Default Order Setting - Inventory, but turns out I'm still able to do GRN/Receive ? Does this setup only for Stocked item ?

    Can you double check if your default order setup and your site is same in the PO? I tried and its working in my env.
