After providing permissions in AX 2009, user cannot move the columns one location to another location in the form level

Dear All,

I have provided restricted permissions to the User, but user cannot move the columns one place to another place in the form.

Note: Administrator login it is moving, but user login not working.

    Users should have access to the Admin/Misc/Form Personalization (SysFormPersonalizationBasic) security key.
