Whether D365 FO localization package have covered SAF-T file features for France, Spain, Italy, UK, Austria or not ? there is on related introduction in MS globalization resources for these 5 countries.

Per today SAF-T report is available for Norway and Lithuania:
Please raise a support request if Microsoft have a plan to come up with general model for SAF-T that can be used or spefic for the provided countries (France, Spain, Italy, UK, adn Austria)

another questions is ,
suppose there are one company with three subsidiary, these 4 company have be registered in the same country authority , and will implement D365. if I create only one legal entity in D365 FO for these 4 companies , and distinguish the transactions of these 4 company by Entity dimension.
SAF-T report can be generated separately for these 4 companies ?

Per today, this report cannot be generated across several companies in one file so you need to run this report for each legal entity.
I think that you can test this scenario in your DEV and Test environment.
Do you use one voucher for your transactions or unique voucher number?
