Can I create a security role that will restrict a User from clicking on certain menu items on any form? If so, how would I go about doing so?
The option I'm particularly trying to render inoperable or "greyed out" is the "Deactivate" icon.
We're currently operating on CRM 2015 (On-Prem).
Thanks in advance for any assistance!

Thanks Kenneth,
This would be an ideal solution, but unfortunately our company is "light-years" away from incorporating PowerApps at the moment.
What I wish to achieve needs to be performed within the out-of-the-box configuration limits of CRM 2015 on-prem.
I know that editing the privileges on the security role can hide the Deactivate icon. However; that would mean removing the Writing privileges and the security role must have Writing privileges so that the User can make the necessary updates to the form. We just need to prevent them from clicking on the Deactivate icon.
So, is what I'm asking even doable within the out-of-the-box configuration limits of CRM 2015 on-prem?
