Hi 

I want to try create new empty Nav 2018 Database.
I am using this article to achive this job https://docs.microsoft.com/en-us/dynamics-nav/how-to--create-databases

I need to crate application,system and Test symbols for AL development, otherwise The Vs code can not download symbols

This link has Microsoft_Application_11.0.19738.0.app but my envoirement is 23572. So I dont have 

Microsoft_Application_11.0.23572.0.app. I have system and test app in Modern Dev folder.
