Fields blocked when creating custom alerts

As you can see in the screenshots, several fields are blocked when users try to create an alert. 
 
However, when I have the system admin security role, I am able to edit the fields for Table name and Field.
 
What is needed for users to be able to edit these without having the system admin role?

    If you select the event type as when record created, then you can not select fields.
    You need to change the event type as when changed.

    Hi,
    You may also consider creating custom roles if needed so that users can edit alerts without the system administrator role. In a security role or custom role, make sure the user is granted sufficient permissions to edit alerts. This may involve table and field permissions, alert configuration permissions, etc.

    Hi Gaute,
     
    It is a bit odd, but users would need to have full permissions on the form to be able to setup the rule. You can create a rule as administrator for them and change the user or provide temporary additional permissions. During that moment users can setup the rule.
