Customer have only NAV 2013 starter pack licence (they don´t have extented pack licence). Can we insert Starter Pack licence normally NAV objects (I mean objects which number I can get when I make new order) or can I only use objects which include in designer (tables 50000-50009, others 50000-50099).

You can use standard objects in 50000 range. Of course, you must to order them. You can find them in MS Price List in Configuration and Development part, as 7200, 7300, 8200, 8400, 8350, 8600, 8750 and 8900 Granule ID. After ordering, you must to allocate them by objects no. in license.
