Vendor Collaboration Error

Hi all- I am getting this error and I have no idea where to look and troubleshoot. Any ideas would be great. 
 
I am submitting a vendor for approval
 

The vendor collaboration access setting has been successfully applied. However, the request to create a new user account was not submitted successfully. Please contact your system administraton
 
Any help would be apprciated.

    Remove the user from the system administrator and check.
     
    System administration -->users-->users.
