Error using Vendor Collaboration

I am getting the following message when I submit a vendor for Approval for Vendor Collaboration:

The vendor collaboration access setting has been successfully applied. However, the request to create a new user account was not submitted successfully. Please contact your system administraton

I think I have everything setup but not sure what I am missing or how to troubleshoot error. Any suggestions would be appreciated

can you check when you request the user access, the below options are marked ?

Thanks for response. This is what it looks like

Then I get this

I do have the workflow active

I feel like I am still missing something or am missing permissions

Hi,

I have replicated this scenario in my env, this happens when you already have the email ID available in user form.

Please change the email ID which is not there in user form as user, it will work.

Hi,

In Provision a vendor user
The email address that you enter must be an existing Microsoft Entra ID (Microsoft Entra ID) account in order for the provisioning process to be completed successfully. If the email address does not belong to a domain registered with Microsoft Azure, a Microsoft Entra account will be created as part of the provisioning process and the new user will receive an invitation mail. Consumer email addresses with domains such as @hotmail.com, @gmail.com, or @comcast.net cannot be used to register a user.
