Sharepoint Access Restriction and Root Site

Hello!

I was wondering if is possible to customize/make some development in the Sharepoint or CRM so when I have a quote in a certain status (active for example), that no one is able to add files in the SharePoint.

Also, it is possible to change the root site? So instead of the Customer Name > quote > TOPIC , is something like Customer Name > Quote > FIELD -> where field is the value of a specific Field.
