There are many permission default permission, what are you exactly looking for.

i want to know what are the default permission available for users like (Base,ADCS Setup,ADCS All)
If you want the user to be the admin then assign super permission to the user

you can open database and search for permission sets.
you will get all available permission sets with description
Search for permission in RTC and check for the permission set for details of tables, pages and other objects assigned as read, insert, modify, delete & execute.

When there is no User defined (and no User Permission Sets) as Cronus sample database, the login user will have SUPER Permission Set.
To allow new User to login system, you should assign BASIC Permission Set to the user.

if you looking for default permission that system having
go to
/Departments/Administration/IT Administration/General/Permission Sets
but make sure there are no new permission have been created by your partner or your side, rest of every permissions in Permission set page are default permissions
you can assign any permission set to any user by checking what are the permission that having inside
but best thing is you can create a new permission set as you want and name is as you want an assign required permission in to it , then you can assign those permission set to any user as you want (its act like user role then)
you can easily handle and assign those permission using "Permission recording " feature
make sure when u create a new user role and if u assign it to the users add following permission set along with
1. ADCS ALL
2. BASIC

The following permission sets exist in NAV by default. You can assign the one which you feel is most appropriate to the respective user.
Also you can create new permission sets for any specific user which helps you to achieve user security. You can refer my blog on creating new permission sets and implementing user security in NAV.
