Government regulation in China

Dear Community,

 

We heard that Chinese government force to use Kingdee or UFIDA in China.

Our prospect wants to achieve the corporate operation only using Dynamics AX without these applications.

They are worried about necessity of these applications.

 

Is it possible to achieve the corporate operation only using Dynamics AX?

If possible, could you give us any evidences or documents?

    Hi Katsuhiro.

    I asked my wife (who is Chinese) to check that out for you on the net. According to what we found out, there is no law or regulation to use Kingdee or UFIDA in China. There is however a governement guideline called GB/T 19581-2004国家标准 for ERP systems. This regulation defines a standard for providing financial data to the Chinese authorities (namely the tax office) which according to what we found out does not have to be fulfilled, but if you don't serve up the data in that format you might have to wait very long until it is processed.

    Similar standards exist in other countries too, for example in Germany.

    As for ERPs, Kingdee and UFIDA both are GB/T 19581 - 2004 certified, and they are the two largest made-in-China ERPs which might explain why many companies in China have them.

    I don't know whether AX with the GLS layer for China is certified or not, but I would guess it is.

    I hang out in a Chinese Dynamics community and in a Chinese Dynamics QQ chat group, so I know for a fact that there are Chinese AX developers, so there must be someone using AX in China.

    You can buy the GB/T 19581-2004国家标准 online, it only costs 60 - 70 Yuan.

    Maybe some Microsoft fellow or a Chinese AX user could confirm whether AX is certified or not.

    I was Microsoft SPM in China. Microsoft Dynamics AX (start from 4.0) has passed both GB18030 and GB/T 19581 in China, therefore there is no issue only using Dynamics AX.
