In Dynamics HR, is it possible to add Tasks manually through Employee Self-Service or via any other means, or can they only be created automatically via workflows

Do you think you can just create a checklist and assign a task under the checklist? Assign that checklist to employees.
This can be done via Personnel management > Checklist

A scenario would be a member of staff has a serious allergy that we need to review as part of our risk management process every 12 months. The line manager needs to conduct that risk assessment for that individual. We'd like the line manager to be able to create a task relating to that individual to ensure we undertake the risk assessment at the appropriate time. The member of staff isn't in an onboarding/offboarding situation.
