Recalculate BOM levels as a batch job

I'm trying to run the "Recalculate BOM levels" as a batch job and I'm getting this error : "Cannot create a record in Batch transactions (Batch). The corresponding AOS validation failed.".  I'm also getting the same error trying to schedule recurring data export in the Data Management.  But it works for other batch job.

I have full System Admin permissions.  We're running Application November 2016 with Update 8.

Any idea what to look at?
