I work in the central IT department and staff in our service desk team will be assigning Security Roles to users in Dynamics 365.
A new user (i.e. one o our customers in our business will be assigned a license (via AD group membership).
We then ned to assign them security roles.
Our service desk team (up to approx. 12 people ) all need to be able to do this. however we don't want to buy licenses for the servicedesk team, as they wont be using dynamics, just assigning roles to business users (and maybe doing other user admin tasks).
So - Do you need a Dynamics 365 license (or power platform license) to assign roles to users ?

Office 365 users that have the Global Admin role (or Power Platform Admin) assigned can assign Dynamics 365/CRM Security Roles without needing a CRM licence (however, you may not want to assign this level to your service desk) - there could also be lesser O365 admin roles but I am not sure on them.

They will need a license to assign security roles to users.
