D365FO - IIS is not connected to any server/local host. That's why D365 not running

Platform release  Update12 (7.0.4709.41129)
I restored one azure database from UAT into Dev box in sql server. during that process i stopped 3 services.
1) World wide web
2) Management service
3) Batch service
after restoration in restarted the service. After that I checked and found out D365 is not running. Then I checked IIS and to my surprise it was not connected to any server. I tried to connect to local host but with new release of D365 for finance and operations (7.3) and update12 you are not provided admin account of VM so i failed to connect. Please let me know what can be done to get D365 going. its urgent
