Cost accounting was a localisation for the Australian version of NAV 2009, it is now in the W1 (Worldwide) edition of 2013, so i'm going to assume you mean for NAV 2013
If you look on the 2013 Disk / Installation media in this folder
\RoleTailoredClient\program files\Microsoft Dynamics NAV\70\RoleTailored Client\en-US
and open the following file
gl_m
There is a complete section with processes for cost accounting
