Can an Engineer who has arrived at a site to complete several work orders but may have a waiting time to be able to complete first job save his progress and move onto another work order and begin that work and subsequently go back into first work order when time to complete service ?

You could create a Booking Status and Work Order Sub-status if needed.
Yes. There is nothing in D365 Field Service that stops an engineer to hop on to the next Work Order or even have multiple Work Orders in 'In Progress' stage. As a best practice, as @Gabriel suggested, having a sub-status helps to keep track.
