Why is Microsoft not distributing Management Reporter to new installs?

I had heard that Microsoft is only allowing Management Reporter for current users of FRx and will not be distributing it for new installs?  Is this true?  Why?

    Yes it is true.  No answer out of Microsoft as to why.
