Project Operations maximum number of resources limitation

Customer wants to upgrade from PSA to Project Operations. They have projects that exceed below limitations for project for the web:

Maximum total resources for a project: 150
Maximum resources assigned to a task: 20 resources

Is there any way for Project Operations to support projects and project tasks where a large group of employees can be assigned to? Is there functionality to assign a group or team to a project task? Its mainly used for time entry purposes, not necessarily for scheduling.
