Hi,
We want to upgrade my application from nav 2016 cu6 to nav 2016 cu 13?
I am thinking application merge command through power shell is it good idea or any thing is there?
and how to do data up-gradation is it necessary or not?
please let me know suggestions.

It will be easier to use powershell commands for application code merging as it do most of merging and create conflict if it found any

If you are upgrading then upgrade to the latest available CU, I don't believe there is conversion or data upgrade needed in your case.
Just FYI from last few days the Microsoft support site is not available for download, because of some transition they are working on.
I have used powershell commands previously for merge which is easy and pretty fast way to apply CU. One thing you may run into issue is version list not merging for that refer the below links

Better to go for a higher CU then. Check blogs.msdn.microsoft.com/.../cumulative-update-14-for-microsoft-dynamics-nav-2016-has-been-released and then see "How to Install a Microsoft Dynamics NAV 2016 Cumulative Update".
Using Powershell merge commands is better way. You just need to create and apply the conflits to newer files.

we need to manually fix the conflicts.
you need to look at CU6 release notes whether there is need of conversion of database and data upgrade is needed etc.
mostly it wont be there.
