In CRM2011 R2 I built a workflow to re-assign ownership after a record is created to another user (other than the CreatedBy). When I am the owner of the workflow and the user that creates the record the workflow executes as expected. However it never fires when another user creates a record (i.e., no system job is even created). The scope of the workflow is "Organization". I'm guessing it's something to do with permissioning but not sure. What am I missing?
