There are multiple solution for to get this approach
1- You can use a client-side JavaScript to disable the Adding in product subgrid (+) by using the RibbonWorkbench
2- You can also use a Plugin code to prevent adding any records to Products when you reach your criteria
I think there are another solutions also.
