I have an employee in the system who has had their email address changed, so they have changed their user. How can I do to import it, associate it with its corresponding person and that the historical data continue in the new user?
Just create new user with new email id.

I am not sure what do you mean by historical data but in users, you have maintain version where you can check the history of that user allocated with the person.
To import a user in HR, You can do it manually by creating a user(Import user/ Create new) or automatically using Batch import functionality.
