how to stop making purchase order for a holded vendor

hi,

i have a vendor have previous balance due to this case i cannot make inactive such vendor. currently i made hold for this vendor but he can make po. please advice me how can i stop access to make po for this vendor. thank you.

    This is rather a vague question.. without knowing more about your whole procurement / purchasing system, it's hard to tell... When you say " currently i made hold for this vendor but he can make po. ", do you mean that the vendor has a direct access to your procurement system ???

    Are your vendors using some sort of portal ? or do you use an internal portal for your purchasing department with a workflow and some employees keep entering PO's on behalf of that vendor ? 

    You indicate GP 2013, but not if there is any sort of 3rd-party product in the play..
