I want to ask what is the License and terms and conditions of dexterity as a tool to use for custom application development. I mean can we develop custom app independent of GP? will we need to buy any development license?

    You can use Dexterity to develop custom standalone or integrating applications without any limitations. If there was ever a license to do so, I don't think it's even enforced nowadays
