I create a table with field called 'Project ID' (it's a look up).
I made the field Mandatory. But I was still able to enter data without populating that field.
But when I add the 'required field' to the Main form, then it will not let me add the record.
It's seems that the required field is enforced at the form level but not the table level.
Is that right?

Yes, you are quite right. We can manage server side validation via preValidation plugins.
