DNS Record added but email is not available as distribution option

I have set up a DNS record for customer voice and added an email to the approved emails, but I am still not able to see this email under my options to distribute my survey. The Learn documentation only shows creating a DNS record, are there licensing/other requirements not noted there? we have successfully set up a different email address and are unsure why the other wouldn't work.
