Duplicate detection rules _ SSN

I have a requirement to show Duplicate detection rule if a SSN  field matches. I have created the OOTB  duplicate detection rule and  it only shows the matching records that user is having access to. But, I would like to show the matching records irrespective of the User access to those records. Please advise how this can be achieved.
