Navision reporting off the shelf is less than stellar.
Having said this, I have been searching for a 'Recommended Reorder Report (ROR)' which is typically a basic report in most accounting/inventory management softwares.
The ROR would be simplistic mathematically: On hand quantity + on order quantity - allocation (sales orders, WIP, etc.) = net available. Once the net available falls at, or below, the predetermined 'reorder point' established in Navisions Planning module, the sku would then show up on the next report being ran. Some sorting options would be beneficial i.e. by vendor, sku, etc.
I do not see this report, or anything of the sort, in Navision 2017. ANY help would be greatly appreciated as this has quickly become extremely frustrating

The Requisition Worksheet can be used for different occasions.
For my current client, we did set up Stockkeeping Units to control a minimum Inventory for a certain location. The Requisition Worksheet is then used to calculate the gross requirement for a given period and to create the corresponding documents (e.g. Transfer Order, Purchase Order) to fill the Inventory up again.
E.g. you could calculate the gross requirement for a specific period and let NAV fill in suggestions into the Requisition Worksheet. You are able to export the Requisition Worksheet to Excel for further calculations or presentations.

What I am looking for is what I indicated originally. This report is SOP for most Accounting/IM softwares, and should be basic for Navision given its a Microsoft based software.

It looks like that that what you are looking for is called "Requisition Worksheet" in NAV.
The implementation is different as you expect it (it's not a report, it's a editable Worksheet). Based on the Stockkeeping Units, you are able to generate suggestions based on the future gross requirement.
Best for you would probably be to get in contact with your NAV-partner so that a profound analysis and training for your particular situation can be done.
