Require Topic to send an email

We're using Topics to manage consent and deliverability in real time marketing. 
 
Ideally, users would be required to select a Topic when creating an email to enforce respecting preferences but this step doesn't always happen.
 
Do we have any options for requiring emails to be associated with a specific Topic in order to be sent?

    Hi,
     
    I'm afraid this cannot be done.
    The topic field cannot be set to required.
    I tried making this field required via Business Rule and JavaScript. But none of them worked.
