How to allow Sales Reps to send Marketing email templates to Contacts
Sales reps who has no access to Marketing module, but they should be able to use Marketing email templates to send to the contacts..

You could assign "Marketing Professional - Business" security role to your sales reps, the role is for standard marketers who require access to Dynamics 365 Marketing core features.
