Hi,
From the last 2-3 moths we are observing a very strange issue while importing the managed solution.
The issue is our manage solution contains few actions and workflows which are automatically getting deactivated when we are installing the managed solution.
This issue is not consistent i.e. some time the workflow stays in activated state but sometime 7 out of 10 times the Process are going in the draft state.
We are importing the solution using Global admin credentials and tried to import the solution using both CRM classic way of importing the solution and using make.powerapss.com
The issue also replicating for many managed solution which we have.
We have tried the below scenario to understand why and when the issue is occurring.
1) Imported the solution in a new trial environment.
2) Imported the solution with same version number.
3) Imported the solution with higher version number.
We have faced the issue for all the 3 above scenarios.

Hi Sheldon,
I had the same problem recently.
After a discussion with a Microsoft support engineer, it turns out that it is a known problem on some online instance. You have to open a support ticket to solve the problem.
