Dynamics 365 click to call using Teams

We have one user who keeps getting an error when using click to call in Dynamics 365 that the person trying to reach can not be found.  It doesn't matter which browser we use he gets the error.  I have tested on other users and everyone else is capable of making the call.

Specifically he is clicking on the phone # in a Lead and it comes up to ask if he would like to use Teams for the call.  He clicks yes and then gets the error.  We have uninstalled / reinstalled Teams, checked all his settings.  I made sure to enable / disable his settings in Chrome.  We also made sure that Teams is the app for all applicable protocols.  We even tested by typing tel:phone number in the browser and that works.  This makes me think somewhere between clicking on the link in Dynamics and Teams opening up the data is being lost.

Any help would be much appreciated.

    Can I ask what is the error being shown after he clicks yes to use Teams?  Is it possible to have someone else login to the org and test?

    I work with Katrina, When he tries to use teams from inside of a Lead to dial out. "Sorry, were unable to complete the call there was an issue finding the person you were trying to reach." When I open Dev Tools, it's kicking an Error 404 responce code failure

    There are two levels where the country/region code prefix can be added - either at the org level or at a user level. 

    I assume that the prefixing is disabled at the org level( Settings->System->Administration->System settings -> General tab)

    If a user has enabled prefixing at user level(Settings icon -> Personalization settings -> General), it needs to be disabled for that particular user. I assume that users who are running into this error have this enabled at user level.

    Hope this helps clarify. If the required region/country codes are present in the phone number fields itself on the relevant entities, then it is recommended that region/country code prefixing be disabled.
