Dynamics the values for Qualified

this is for an end user of mine
 
 
 

Status Qualified does have values assigned
 
But if I click Qualify, I get the message "No Options Available"
 

It works for Disqualified
 
The user needs to know how to fix the issue 
 
Thanks for any help!
