Hi,
Is it possible to write a method on C# (that calls an external web service, for example) nd then have the ability to call your custom c# method from javascript?

Can you please elaborate the details what you want to achieve.
As far as Dynamics 365 is concerned , you cannot call a C# method directly from the plugin. Though you can achieve it by calling an action through JavaScript and then action call the plugin.
In plugin you can write your custom logic and achieve your business objective.

You can do that by write a custom Service "WCF, or APi" then you can call it via javascript , or you can work with Custom activity in Action Process , then you can work with it by Odata
