For the start, you can download a Demo & Dev license assigned to your registered company.
Go into PartnerSource Business Center: businesscenter.mbs.microsoft.com
Then "Developer Tools" and "License Key Configuration".
I'm not sure about the terms how to obtain a "not a demo"-developer license. I think you have to register as ISV and for this you must provide a couple of regular customers.
It's a little bit like the hen and the egg. Some of the other users here might have more up-to-date information.
